Unit Head, Private Sector Financial Institutions (Central and West Asia), Asian Development Bank

Oksana Pak is a Principal Investment Specialist at the Asian Development Bank (ADB) Private Sector Financial Institutions, based in Tbilisi, Georgia. She leads impact investing operations across financial sectors of Central and West Asia and plays a pivotal role in climate finance and gender mainstreaming while also serving as the Private Sector Operations Department’s gender focal point. Oksana holds an MBA from Imperial College London and a BA in English from Uzbek State University of World Languages. She is fluent in English and Russian, with practical proficiency in Uzbek and Turkish.
Prior to joining ADB, Oksana spent over two decades at the European Bank for Reconstruction and Development (EBRD), where she held leadership roles including Head of Access to Finance & Entrepreneurship and Deputy Head of Türkiye. She spearheaded inclusive and gender-smart investments across 38 countries, led policy dialogue and capital markets development, and mobilized over EUR 200 million in donor funding. Her work included pioneering EBRD’s financial institutions operations in Mongolia, Turkey, Egypt, and Northern Cyprus, and serving on the boards of banks in Azerbaijan, Serbia, and Tajikistan. Oksana is also a Non-Executive Director of Youmanity, a UK charity focused on diversity and inclusion, and has completed advanced ESG and leadership training with institutions such as CFA, LBS, and the Financial Alliance for Women.
