Cross-Border Financial Innovation: Defining What the Region Can Test Together

Expanding across the Middle Corridor means navigating fragmented licensing regimes, duplicated compliance requirements, inconsistent data and identity standards, and uncertain access to local financial infrastructure. These barriers touch every layer of the stack, from custody and settlement to payment rails to the legal frameworks that govern both.
This roundtable brings together regulators, development finance, legal practitioners, fintech founders and digital-asset firms to examine what cross-border innovation requires in practice, drawing on live examples such as the Georgia–Azerbaijan regulatory sandbox, bilateral payment linkages under exploration with Turkey and Armenia, and emerging open finance frameworks.
Which cross-border use case should the region test first? What does each layer of the stack need to make it possible? And what is the smallest practical mechanism that lets firms operate across borders while each jurisdiction keeps its own legal authority and consumer protections?
